How Should the Govt Respond to Hurricane Harvey? The storm washed out Houston neighborhoods, in some cases, for the 3rd time. Should the govt buy out these flood-prone neighborhoods? They did it in Staten Island after Hurricane Sandy.

I think there is magnitude problem here. And were Staten Island neighborhoods fully restored?

I would love to hear more about how the government valued ($) the flood prone neighborhoods. Would it be cheaper to help rebuilding the community rather than to buy flooded lands using tax payers money?
